These plaques remind me of penny rugs, with the tabs at the bottom and "pennies" on top of those. Around the time of the Civil War, frugal homemakers would use scraps of wool or felted wool from clothing, hats, blankets, etc. to create "rugs" or mats using circles, hence the term "penny rug". Updated versions of penny rugs feature fun decorations cut into shapes from felted wool, then stitched onto another piece of wool, etc. The "fabric" is stippled to give that felted wool look and all the pieces "stitched" on as they would have done.
